What exactly is complex hosting? I've seen it on some hosting providers sites but it doesn't seem to have a common definition.

Complex hosting is just when you have a complicated requirement. Let's say you have 10 servers, a couple of firewalls, some load balancing going on. There you go - complex hosting.
Some of the bigger providers have a separate department to focus on these types of customers as they don't fit into a single category, especially as these days there might be an element of cloud hosting too.
